Insufficient distribution of personal protective equipment, or PPE, has marred the COVID-19 response in the United States since the outbreak began, with documented shortages at nursing homes and hospitals throughout the country that have persisted well into June.
To analyze the states receiving the most PPE from the federal government, Stacker consulted a June 5 press release from the Federal Emergency Management Agency (FEMA), the organization tasked with leading the U.S. response to COVID-19. Per-capita federal support was found using population data from the U.S. Census Bureau.
FEMA, HHS, and Project Airbridge as of June 4 had already delivered or were in the process of shipping a total of more than 1 billion gloves, 148.9 million surgical masks, 93 million N-95 respirators, 37.6 million surgical gowns, and 13.9 million face shields. More than $6.5 billion as of June 5 had been earmarked for the COVID-19 response, with resources distributed in varying amounts among states.
FEMA has been criticized for its unequal distribution of PPE, particularly among minority communities and in places like nursing homes where residents are at higher risk to COVID-19. Meanwhile, the production of necessary items such as surgical masks is woefully inadequate based on need. Internal FEMA documents turned over on June 9 to the Senate Homeland Security and Governmental Affairs Committee show that FEMA's plan for increasing supply this summer relied on medical staff reusing single-use gowns and N95 masks. These concerns are magnified by data showing spikes in case counts in 22 states.
