Bluest congressional districts in America
The United States is home to 435 congressional districts, areas from which members are elected to the U.S. House of Representatives. These are the elected officials who hold seats in Congress to represent the residents of their home districts. Representatives of Congress are elected to two-year terms, and their responsibilities include introducing bills, offering amendments, and serving on committees. Congressional districts are determined by population, based on the result of the decennial census. The most recent districts were determined from the results of the 2010 U.S. Census.
As in any other political scenario in the country, districts swing either blue (Democrat) or red (Republican). Some swing much more to the end of the spectrum than others. For example, no congressional district in the United States was more democratic than the 15th congressional district of New York. This district occupies a little more than half of the Bronx and is represented by Rep. Jose E. Serrano. The district is more than half Hispanic, 29% Black, and 3% white. It also has one of the lowest median incomes among congressional districts in the country. However, there are other widely Democratic congressional districts scattered all across the country.
The political affiliation of the congressional district is a good indication of how that area will vote in the presidential elections. Stacker used data from the Cook Political Report to compile the 50 most Democratic congressional districts based on Cook's Partisan Voter Index score. The PVI compares the district's vote in recent presidential elections to the U.S. national average. Each congressional district is first ranked by its PVI score, then by the percent of the district that voted for Hillary Clinton in 2016. The original data is from 2017 but was updated in 2018.

#50. California's 18th Congressional District

Located in the western part of California, the 18th congressional district includes portions of San Mateo, Santa Clara, and Santa Cruz counties. According to BallotPedia, the population is approximately 717,397 and 68.3% white, 20% Asian, 1.9% Black, and 16.6% Hispanic. The unemployment rate is 7.8%, and the median household income is $97,001. It also has one of the highest high school graduation rates in the country at 93.6%.

Oregon's 3rd congressional district spans most of Multnomah County, including the majority of Portland east of the Willamette River, plus the towns of Gresham and Troutdale. Portland, a widely left-wing city, was in the news most recently following the ongoing nightly protests after the death of George Floyd. In response, President Donald Trump sent paramilitary-style forces into the city, deepening the already ravine-like divide between law enforcement and citizens, according to The Atlantic.

California's 19th district includes the city of San Jose, as well as its southern and eastern areas. The district has been blue since redistricting in 2013, according to California Globe. Since 1994, Congresswoman Zoe Lofgren hasn’t received less than a 65% winning margin in a Congressional election.

New York's 16th congressional district spans from the northern tip of the Bronx to the southern half of Westchester County, including the cities of Mount Vernon, Yonkers, New Rochelle, and Rye. The majority of the district is Black and Hispanic, at 57%, according to InsideClimate News. It is also the second most economically unequal district in New York State.

Georgia's 4th congressional district was redrawn following the 2010 census, which granted an additional congressional seat to the state. The new district includes Atlanta's eastern suburbs and a portion of the city of Snellville. It is a predominantly Black district at 57%, according to Ballotpedia. The high school graduation rate is 85.6%, and the median household income is roughly $47,414.

The 2nd congressional district of Pennsylvania includes all of Northeast Philadelphia and parts of North Philadelphia. According to the U.S. Census Bureau, it is one of the most racially and ethnically diverse districts in the country, its makeup about 44% Caucasian, 25% Black, 28% Hispanic or Latino, and 8% Asian.
#44. Wisconsin's 4th Congressional District

Wisconsin's 4th congressional district circles a portion of Milwaukee County, including the entire city and the suburbs of Cudahy, St. Francis, South Milwaukee, and West Milwaukee. Ever since the turn of the century, this has been the most Democratic congressional district in Wisconsin, starting with John Kerry, who won 69% of the vote in 2004. Barack Obama won with more than 75% of the vote in 2008, as well. Milwaukee is one of Wisconsin's hippest cities, from The Public Museum, which has exhibits on world history and science, to the Harley Davidson Museum and the world-famous Miller Brewery.

Encompassing the South Bay and East Bay regions of the San Francisco Bay Area, California's 17th congressional district is home to some of the brightest minds in the nation. The 18th district includes the campus of Santa Clara University, as well as the corporate headquarters of Apple, Intel, and Yahoo. According to BallotPedia, it is one of the only districts in the nation that has a majority Asian population at 48.9%.

The strip of Louisiana that runs from Baton Rouge down to New Orleans comprises the state's 2nd Congressional District. During the post-Civil War Reconstruction era, New Orleans was one of the major centers in the South that deliberately denied Black citizens the right to vote, according to the Center for American Progress. At the time, the majority of Blacks were registered as Republican, but were not allowed to cast a ballot, maintaining the city as a Democratic stronghold.

Encompassing the entire city of Minneapolis and the rest of Hennepin County, Minnesota's 5th congressional district was founded in 1883. Today the district is represented by Ilhan Omar, who is the first Somali American to serve in the House of Representatives. She is also the first Black woman to represent Minnesota in the House, according to MPR News.

It’s traditionally a democratic district, butThe Baltimore Sun reported on Oct. 16 that the Republican candidate for 2020 election, Kimberly Klacik, raised more money in her two-year congressional campaign than all but 12 current U.S. House members, which is virtually unheard of in such a historically Democratic district.

It has the highest percentage of Jews of any congressional district in the country, according to the Berman Jewish Databank.

The 1st congressional district in Illinois is a 99% urban congressional area, which includes most of the South Side of Chicago. Here is where you'll find the home of former President Barack Obama. It's also one of the original majority-minority districts, with more than 50% of the population being Black. Forty-three percent is white and 10.7% Hispanic, according to the U.S. Census Bureau.

Of these, 56.4% are white, 9.8% are Black, and 7.8% are Hispanic, according to BallotPedia. The two biggest cities in this district are Newark and Jersey City.

Texas' 18th congressional district includes much of Houston's inner city, as well as the surrounding area. It was moved to the Houston area in 1972 and ever since has voted Democrat in all subsequent presidential elections. The 18th Congressional District contains or is near many of Houston's major attractions, from NASA Mission Control to the Houston Zoo.

The district is just a few subway stops in any direction from Manhattan, with all the museums, parks, restaurants, and attractions of New York City.

The Museum of Science and Industry lies on the district's northern point.

Within the Dallas section of the district are the central business district, Arts District, and well-known neighborhoods like Uptown, Oak Lawn, Deep Ellum, Forest Hills, and West Dallas.

Tucked in Wayne County, Michigan's 13th congressional district includes portions of Detroit and some suburbs. The famous group includes three other female lawmakers with equally progressive ideals, including Reps. Alexandria Ocasio-Cortez of New York, Ilhan Omar of Minnesota, and Ayanna Pressley of Massachusetts.
#21. Ohio's 11th Congressional District

The 11th congressional district of Ohio includes areas between Cleveland and Akron. The district is home to Notre Dame College (not to be confused with its more famous namesake in Indiana).

Illinois' 4th congressional district includes part of Cook County, covering two strips that run across the city of Chicago. It surrounds the 7th congressional district of Illinois. The odd shape of the district is a sign that the district maps have been a victim of gerrymandering, according to The Economist. Illinois' 4th, historically, is said to have been manipulated because of the high percentage of Hispanic residents.

According to Congresswoman Lucille Royabal-Allard's government page, the district has the third-highest-grossing commercial district in Los Angeles County.

Florida's 24th congressional district includes Miami, Miami Gardens, Opa Locka, Miramar, Pembroke Pines, and Hollywood. The district is a minority-majority one, with a 55% Black population and 31% Hispanic population. It also has more than 20,000 veterans.
#16. New York's 9th Congressional District

New York's 9th congressional district occupies roughly 15 square miles right through the heart of central Brooklyn. It is made up of some of the most well-known neighborhoods, including Park Slope, Prospect Heights, Sheepshead Bay, Prospect Lefferts Gardens, Prospect Park, Crown Heights, Brownsville, and more. Within the district is the Brooklyn Museum of Art, the Brooklyn Botanic Garden, and the main branch of the Brooklyn Public Library.

Massachusetts' 7th congressional district takes up the majority of the city of Boston, including a few of its suburbs. Congresswoman Ayanna Pressley is another member of "The Squad," a progressive group of women lawmakers who have gone head-to-head with the Trump administration numerous times. According to The Boston Globe, about half the district is white, a quarter Black, and another quarter Latino. One third of the residents living in this district were born outside of the United States.

Georgia's 5th congressional district includes the majority of Atlanta, as well as some of its surrounding suburbs. It is a majority-Black district. Up until July 17, the district was represented by John Lewis, who died on July 17. Currently, the employees of the late Representative continue to staff the offices. A special election will be called in December to determine who will finish the rest of Lewis’ term.

Surrounding the Port of Los Angeles, California's 4th congressional district includes the communities of Carson, Compton, North Long Beach, San Pedro, Walnut Park, and Wilmington, among others. The Port is a big part of the country's economy, generating about $272 billion worth of cargo in 2019 and supporting more than 3 million jobs each year, according to Rep. Nanette Diaz Barragan's government page. Sites of interest include the Michelle Obama Library and Martin Luther King Monument.

The 34th congressional district of California is home to many of the neighborhoods within Central, East, and Northeast Los Angeles.
