Bluest congressional districts in America

The United States is home to 435 congressional districts, areas from which members are elected to the U.S. House of Representatives. These are the elected officials who hold seats in Congress to represent the residents of their home districts. Representatives of Congress are elected to two-year terms, and their responsibilities include introducing bills, offering amendments, and serving on committees. Congressional districts are determined by population, based on the result of the decennial census. The most recent districts were determined from the results of the 2010 U.S. Census.

As in any other political scenario in the country, districts swing either blue (Democrat) or red (Republican). Some swing much more to the end of the spectrum than others. For example, no congressional district in the United States was more democratic than the 15th congressional district of New York. This district occupies a little more than half of the Bronx and is represented by Rep. Jose E. Serrano. The district is more than half Hispanic, 29% Black, and 3% white. It also has one of the lowest median incomes among congressional districts in the country. However, there are other widely Democratic congressional districts scattered all across the country.

The political affiliation of the congressional district is a good indication of how that area will vote in the presidential elections. Stacker used data from the Cook Political Report to compile the 50 most Democratic congressional districts based on Cook's Partisan Voter Index score. The PVI compares the district's vote in recent presidential elections to the U.S. national average. Each congressional district is first ranked by its PVI score, then by the percent of the district that voted for Hillary Clinton in 2016. The original data is from 2017 but was updated in 2018.

There are Democratic congressional districts all over the country. Unsurprisingly, they are clustered around major cosmopolitan areas like New York, Los Angeles, San Francisco, and Chicago. #50. California's 18th Congressional District

Located in the western part of California, the 18th congressional district includes portions of San Mateo, Santa Clara, and Santa Cruz counties. According to BallotPedia, the population is approximately 717,397 and 68.3% white, 20% Asian, 1.9% Black, and 16.6% Hispanic. The unemployment rate is 7.8%, and the median household income is $97,001. It also has one of the highest high school graduation rates in the country at 93.6%.

#49. Oregon's 3rd Congressional District

Oregon's 3rd congressional district spans most of Multnomah County, including the majority of Portland east of the Willamette River, plus the towns of Gresham and Troutdale. Portland, a widely left-wing city, was in the news most recently following the ongoing nightly protests after the death of George Floyd. In response, President Donald Trump sent paramilitary-style forces into the city, deepening the already ravine-like divide between law enforcement and citizens, according to The Atlantic.

#48. California's 19th Congressional District

California's 19th district includes the city of San Jose, as well as its southern and eastern areas. The district has been blue since redistricting in 2013, according to California Globe. Since 1994, Congresswoman Zoe Lofgren hasn’t received less than a 65% winning margin in a Congressional election.

#47. New York's 16th Congressional District

New York's 16th congressional district spans from the northern tip of the Bronx to the southern half of Westchester County, including the cities of Mount Vernon, Yonkers, New Rochelle, and Rye. The majority of the district is Black and Hispanic, at 57%, according to InsideClimate News. It is also the second most economically unequal district in New York State.

#46. Georgia's 4th Congressional District

Georgia's 4th congressional district was redrawn following the 2010 census, which granted an additional congressional seat to the state. The new district includes Atlanta's eastern suburbs and a portion of the city of Snellville. It is a predominantly Black district at 57%, according to Ballotpedia. The high school graduation rate is 85.6%, and the median household income is roughly $47,414.

 

#45. Pennsylvania's 2nd Congressional District

The 2nd congressional district of Pennsylvania includes all of Northeast Philadelphia and parts of North Philadelphia. According to the U.S. Census Bureau, it is one of the most racially and ethnically diverse districts in the country, its makeup about 44% Caucasian, 25% Black, 28% Hispanic or Latino, and 8% Asian.

#44. Wisconsin's 4th Congressional District

- House of Representatives incumbent: Gwen Moore

Wisconsin's 4th congressional district circles a portion of Milwaukee County, including the entire city and the suburbs of Cudahy, St. Francis, South Milwaukee, and West Milwaukee. Ever since the turn of the century, this has been the most Democratic congressional district in Wisconsin, starting with John Kerry, who won 69% of the vote in 2004. Barack Obama won with more than 75% of the vote in 2008, as well. Milwaukee is one of Wisconsin's hippest cities, from The Public Museum, which has exhibits on world history and science, to the Harley Davidson Museum and the world-famous Miller Brewery.

#43. California's 17th Congressional District

Encompassing the South Bay and East Bay regions of the San Francisco Bay Area, California's 17th congressional district is home to some of the brightest minds in the nation. The 18th district includes the campus of Santa Clara University, as well as the corporate headquarters of Apple, Intel, and Yahoo. According to BallotPedia, it is one of the only districts in the nation that has a majority Asian population at 48.9%.

#42. Louisiana's 2nd Congressional District

The strip of Louisiana that runs from Baton Rouge down to New Orleans comprises the state's 2nd Congressional District. During the post-Civil War Reconstruction era, New Orleans was one of the major centers in the South that deliberately denied Black citizens the right to vote, according to the Center for American Progress. At the time, the majority of Blacks were registered as Republican, but were not allowed to cast a ballot, maintaining the city as a Democratic stronghold.

#41. Minnesota's 5th Congressional District

Encompassing the entire city of Minneapolis and the rest of Hennepin County, Minnesota's 5th congressional district was founded in 1883. Today the district is represented by Ilhan Omar, who is the first Somali American to serve in the House of Representatives. She is also the first Black woman to represent Minnesota in the House, according to MPR News.

 

#40. Maryland's 7th Congressional District

The 7th congressional district of Maryland is made up of more than half the city of Baltimore, some sections of Baltimore County, and the majority of Howard County. It’s traditionally a democratic district, butThe Baltimore Sun reported on Oct. 16 that the Republican candidate for 2020 election, Kimberly Klacik, raised more money in her two-year congressional campaign than all but 12 current U.S. House members, which is virtually unheard of in such a historically Democratic district.

#39. New York's 10th Congressional District

New York's 10th congressional district spans much of the west side of Manhattan, but for 10 years from 2003 to 2013, it was located in Brooklyn. According to the U.S. Census Bureau, it is the second-smallest congressional district in the country at just over 14 square miles. It has the highest percentage of Jews of any congressional district in the country, according to the Berman Jewish Databank.

#38. Illinois' 1st Congressional District

The 1st congressional district in Illinois is a 99% urban congressional area, which includes most of the South Side of Chicago. Here is where you'll find the home of former President Barack Obama. It's also one of the original majority-minority districts, with more than 50% of the population being Black. Forty-three percent is white and 10.7% Hispanic, according to the U.S. Census Bureau.

#37. New Jersey's 8th Congressional District

Comprising Bergen, Essex, Hudson, and Union counties, New Jersey's 8th congressional district has a population of just under 750,000 people. Of these, 56.4% are white, 9.8% are Black, and 7.8% are Hispanic, according to BallotPedia. The two biggest cities in this district are Newark and Jersey City.

#36. Texas' 18th Congressional District

Texas' 18th congressional district includes much of Houston's inner city, as well as the surrounding area. It was moved to the Houston area in 1972 and ever since has voted Democrat in all subsequent presidential elections. The 18th Congressional District contains or is near many of Houston's major attractions, from NASA Mission Control to the Houston Zoo.

 

#35. California's 14th Congressional District

Containing the southwestern sliver of San Francisco as well as most of San Mateo County and much of the western part of the Bay Area, California's 14th congressional district is an affluent part of the state. According to the U.S. Census Bureau, the median household income is nearly $80,000, and 86.7% of the population graduates college.

#34. Maryland's 4th Congressional District

Maryland’s 4th congressional district is made up of parts of Anne Arundel County and Prince George’s County in the suburbs of Washington, D.C. Annapolis is just outside its borders. According to the U.S. Census Bureau, it is a predominantly Black district (56.8%), and one of the original congressional districts in the country.

#33. Tennessee's 9th Congressional District

The 9th congressional district of Tennessee sits within Shelby County in Western Tennessee. Within the district is world-famous Memphis, home to the jazz and blues clubs on Beale Street, the famous barbecue restaurants, and Graceland, the former mansion of Elvis Presley.

#32. Missouri's 1st Congressional District

The 1st congressional district of Missouri includes all of St. Louis City and much of the surrounding county. The district is predominantly Black (48.9%), with a median household income of just over $37,000, according to BallotPedia. It has a high high school graduation rate of more than 86%. The city on the Mississippi River is home to the iconic Gateway Arch, the Missouri Botanical Gardens, and Washington University.

#31. New York's 14th Congressional District

New York's 14th congressional district is located in New York City, which includes the eastern part of The Bronx and part of northern Queens. This is the New York congressional district that is represented by Alexandria Ocasio-Cortez, one of the more progressive representatives in the House. The district is just a few subway stops in any direction from Manhattan, with all the museums, parks, restaurants, and attractions of New York City.

 

#30. Illinois' 2nd Congressional District

Based in the southern suburbs of Chicago, Illinois' 2nd congressional district has been based in Chicago since the mid-19th century. More than 50% of the district is Black, according to the U.S. Census Bureau. Today the region is near many of the city's universities, including Chicago State University, the University of Chicago, and Governors State University. The Museum of Science and Industry lies on the district's northern point.

#29. California's 29th Congressional District

Spread over the San Fernando Valley, California's 29th congressional district includes the city of San Fernando, as well as communities of Los Angeles County. According to BallotPedia, the median household income is just shy of $44,000, and the high school graduation rate is 66%. The neighborhood is 62.4% white, 8.2% Asian, and 4% Black.

#28. California's 43rd Congressional District

The southern part of Los Angeles County, some of the cities of Los Angeles, and other surrounding cities make up California's 43rd congressional district. Its location near southern Los Angeles puts it at the doorstep of some of the city's most notable landmarks and beaches, from Manhattan and Hermosa Beaches to The Forum entertainment venue and Los Angeles International Airport.

#26. Texas' 30th Congressional District (tie)

Texas' 30th congressional district is located within Dallas county and includes a majority of the city of Dallas, as well as surrounding cities like DeSoto, Lancaster, Wilmer, and others. Within the Dallas section of the district are the central business district, Arts District, and well-known neighborhoods like Uptown, Oak Lawn, Deep Ellum, Forest Hills, and West Dallas.

#26. Texas' 9th Congressional District (tie)

The 9th congressional district of Texas includes the southwestern portion of the Greater Houston area. According to the U.S. Census Bureau, it is a widely diverse district. Thirty-eight percent of the population is Hispanic, 39% is Black, and 12% is Asian, and 11.2%.

 

#25. Michigan's 14th Congressional District

Michigan's 14th congressional district spreads from eastern Detroit to Farmington Hills up to Pontiac, a suburb to the north. In the past, the district included the northwest side of Detroit and the suburbs west of the city. According to BallotPedia, the current district has a very good high school graduation rate of 84.6%.

#24. Florida's 20th Congressional District

The pocket of Southeast Florida which includes Fort Lauderdale and West Palm Beach belongs to Florida's 20th congressional district. The 20th district is home to the Everglades, a UNESCO World Heritage Site, as well as the Arthur R. Marshall Loxahatchee National Wildlife Refuge. According to Congressman Hastings' site, the main industries in this part of Florida are agriculture, construction, manufacturing, trade, and tourism.

#23. New York's 12th Congressional District

Touching Manhattan's East Side, northern parts of Brooklyn, western Queens, and Roosevelt Island, New York's 12th congressional district contains some of the most iconic landmarks in New York City. It includes the United Nations, The Empire State Building, and Museum Mile.

#22. Michigan's 13th Congressional District

Tucked in Wayne County, Michigan's 13th congressional district includes portions of Detroit and some suburbs. Representative Tlaib is one of the more progressive Democratic lawmakers, part of "The Squad," according to The Detroit News. The famous group includes three other female lawmakers with equally progressive ideals, including Reps. Alexandria Ocasio-Cortez of New York, Ilhan Omar of Minnesota, and Ayanna Pressley of Massachusetts.

#21. Ohio's 11th Congressional District

The 11th congressional district of Ohio includes areas between Cleveland and Akron. It is one of the more racially diverse districts in the country and has one of the highest populations of Jewish residents in Ohio, according to Cleveland Jewish News. The district is home to Notre Dame College (not to be confused with its more famous namesake in Indiana).

 

#20. Illinois' 4th Congressional District

- House of Representatives incumbent: Chuy Garcia

Illinois' 4th congressional district includes part of Cook County, covering two strips that run across the city of Chicago. It surrounds the 7th congressional district of Illinois. The odd shape of the district is a sign that the district maps have been a victim of gerrymandering, according to The Economist. Illinois' 4th, historically, is said to have been manipulated because of the high percentage of Hispanic residents.

#19. Washington's 7th Congressional District

Washington's 7th congressional district is mostly made up of Seattle and Burien, as well as Vashon Island, Lake Forest Park, Edmonds, Shoreline, and Normandy Park. According to The Seattle Times, Pramila Jayapal is the first Indian-American woman elected to Congress.

#18. California's 40th Congressional District

A predominantly Hispanic district, the 40th congressional district of California contains many communities, including Huntington Park, East Los Angeles, South Los Angeles, and Bell Gardens. According to Congresswoman Lucille Royabal-Allard's government page, the district has the third-highest-grossing commercial district in Los Angeles County.

#17. Florida's 24th Congressional District

- House of Representatives incumbent: Frederica Wilson

Florida's 24th congressional district includes Miami, Miami Gardens, Opa Locka, Miramar, Pembroke Pines, and Hollywood. The district is a minority-majority one, with a 55% Black population and 31% Hispanic population. It also has more than 20,000 veterans.

#16. New York's 9th Congressional District

New York's 9th congressional district occupies roughly 15 square miles right through the heart of central Brooklyn. It is made up of some of the most well-known neighborhoods, including Park Slope, Prospect Heights, Sheepshead Bay, Prospect Lefferts Gardens, Prospect Park, Crown Heights, Brownsville, and more. Within the district is the Brooklyn Museum of Art, the Brooklyn Botanic Garden, and the main branch of the Brooklyn Public Library.

#15. Massachusetts' 7th Congressional District

Massachusetts' 7th congressional district takes up the majority of the city of Boston, including a few of its suburbs. Congresswoman Ayanna Pressley is another member of "The Squad," a progressive group of women lawmakers who have gone head-to-head with the Trump administration numerous times. According to The Boston Globe, about half the district is white, a quarter Black, and another quarter Latino. One third of the residents living in this district were born outside of the United States.

#14. Georgia's 5th Congressional District

Georgia's 5th congressional district includes the majority of Atlanta, as well as some of its surrounding suburbs. It is a majority-Black district. Up until July 17, the district was represented by John Lewis, who died on July 17. Currently, the employees of the late Representative continue to staff the offices. A special election will be called in December to determine who will finish the rest of Lewis’ term.

#13. California's 44th Congressional District

Surrounding the Port of Los Angeles, California's 4th congressional district includes the communities of Carson, Compton, North Long Beach, San Pedro, Walnut Park, and Wilmington, among others. The Port is a big part of the country's economy, generating about $272 billion worth of cargo in 2019 and supporting more than 3 million jobs each year, according to Rep. Nanette Diaz Barragan's government page. Sites of interest include the Michelle Obama Library and Martin Luther King Monument.

#12. California's 34th Congressional District

The 34th congressional district of California is home to many of the neighborhoods within Central, East, and Northeast Los Angeles. Its current representative, Jimmy Gomez, took office following a special election after former Rep. Xavier Becerra was appointed attorney general, according to My News LA.

According to the U.S. Census Bureau, it is a minority-majority district, with 49% of the population being Black, 19.8% Hispanic, 15% Asian, and 17% white.

Velazquez's government page, the major issues within the district are climate change, the economy, healthcare, housing, small business, and Puerto Rico, as she is the first Puerto Rican woman to serve in the House of Representatives.
